Context:
The European Union is currently developing a new European waste shipment registration system called DIWASS.
This system aims to modernize and harmonize the management of waste shipments between Member States, thereby facilitating cross-border compliance for carriers, authorities, and other stakeholders.
DIWASS (Digital Waste Shipment System) will provide a centralized digital platform for the registration, tracking, and exchange of information on waste shipments throughout the EU.
It is being developed to ensure that all waste shipment operations comply with European regulations, while offering a more efficient and standardized approach than the current fragmented national systems.
The technical requirements for DIWASS were laid down in Commission Implementing Regulation (EU) 2025/1290, adopted on July 2, 2025.
This regulation follows lengthy consultations within the Waste Committee, which unanimously supported it.
Practically:
From 21 May 2026 , all cross-border shipments of waste falling under Annex VII must be declared digitally in DIWASS, the new European system.
